I was trying for level 23 (ideally I'd have gotten to the next milestone ad well, 31, but that was a pipe dream lol). It was getting really hard to get enough resources and I was kind of over it. 17 is doable, probably.The key word is level 18, most city builders I've tried have a level requirement of 20-22 which takes significantly more time. I wrote up a guide for doing it with the older terms of 60 days to hit level 22. I think doing it in 21 days would be possible though. I've seen it listed on freecash with a 30-day limit..
