A good set of 2.02/1.60, pocket-ported, port-matched camel humps with a GOOD 3-angle valve job is hard to beat and can exceed 400 crank hp in a normally aspirated engine. The Vortec heads may have more potential, but there's a bunch of other stuff necessary to make them work.
